The University of Kentucky values a safe community for all students, staff, faculty, and visitors. In the interest of promoting a safe and secure campus environment, UK Police offer the following tips to help keep our community safe:
- Make sure you have affirmative consent before engaging in sexual activities with someone. The VIP Center offers training on consent, and the University's definition of "affirmative consent" can be found in Administrative Regulation 6.2.
- Consent is an active agreement to participate in that activity at that time. If someone says no, it means no. If someone is silent, it does not mean yes. If someone changes their mind, it means no.
- Learn about active bystanding. While bystanders are not always present when sexual assault occurs, there may be red flags we can notice beforehand. Request a Green Dot Training from the VIP Center to learn how we can recognize those red flags and help keep our community safe.
- When possible make statements – "BACK-OFF! STOP! NO-WAY!" You deserve to be respected.
- Request a FREE SAFECATS student safety escort or coordinate after-hours on-demand bus service during the fall and spring semesters by calling (859) 257-SAFE(7233).
- Request a FREE KENTUCKY WILDCAB ride through the Kentucky Wildcab app, available in the app store and Google play. Kentucky Wildcab is available 10 p.m. through 3 a.m. Thursday through Saturday when fall and spring semester classes are in session.
Sexual assault is never the victim's fault.
The only person responsible for sexual misconduct is the perpetrator.

When an incident or crime that has occurred on University property (including separate campuses) is reported to or brought to the attention of UKPD, UKPD will determine if the incident or crime constitutes a specific Clery Act crime (see below) reported having occurred on Clery-defined geography (on campus, on non-campus property that is owned/controlled by the University and frequented by students, or on public property within or immediately adjacent/accessible to campus). UKPD is responsible for issuing a Crime Bulletin if UKPD confirms that the incident is serious and represents an ongoing threat to the safety of members of the campus community. Information for Crime Bulletins may also come from other law enforcement agencies or other offices. The Crime Bulletin may also seek information that may lead to arrest and conviction of the offender when crimes against persons or major crimes against property have been reported. It is prevention-oriented and is meant to enable members of the campus community to protect themselves and aid in the prevention of similar crimes.
Crime Bulletins will be distributed as soon as possible after the incident is reported with the intent to aid in the prevention of similar occurrences; however, the release is subject to the availability of accurate facts concerning the incident, the timeliness of the incident report, whether there is an ongoing threat to the community, and the risk of compromising law enforcement efforts. UKPD writes the Crime Bulletins and works in conjunction with UK Public Relations and/or the Office of the President to promptly disseminate the information to students and employees.
Victim names and any other identifying information are kept strictly confidential and are not included as part of the Crime Bulletin. Crime Bulletins are primarily distributed via the campus e-mail network and posted on the UKPD website. Crime Bulletins are also printed and distributed to multiple areas on campus. These areas may include residence halls, other on-campus residential facilities, libraries, UK HealthCare facilities, and any additional areas that may assist in alerting the campus community.
Crime Bulletins may be issued for, but not limited to, any of the following Clery Act crime classifications:
Criminal Offenses
Criminal Homicide including Murder, Non-negligent Manslaughter and Manslaughter by Negligence; Sexual Assault including Rape, Fondling, Incest, and Statutory Rape; Robbery; Aggravated Assault; Burglary; Motor Vehicle Theft; and Arson.
Hate Crimes
Any of the above-mentioned criminal offenses, and any incidents of Larceny-Theft, Simple Assault, Intimidation, or Destruction/Damage/Vandalism of Property that were motivated by bias.
Violence Against Women Act Offenses
Any incidents of Domestic Violence, Dating Violence, and Stalking (note that Sexual Assault is also a VAWA Offense but is included in the Criminal Offenses category for Clery Act reporting purposes).
Arrests & Referrals for Disciplinary Action
Weapons Law Violations including Carrying, Possessing, Etc., Drug Abuse Violations, and Liquor Law Violations.
It is important to note that institutions are not required to issue timely warnings concerning crimes reported to licensed pastoral or professional counselors. Under the Clery Act, these counselors are under no obligation to report information they learn about through client interactions.
It should be noted that Crime Bulletins are not issued for the above described crimes if:
- UKPD apprehends the subject(s) and the threat has been quickly mitigated.
- If UKPD was not notified of a crime in a manner that would allow the department to post a “timely” warning for the campus community (analysis of delayed reports for potential timely warning applicability will be evaluated on a case-by-case basis).
- A UK Alert/Immediate Notification was issued.
